Mehdi Fur Plugin I used Fur 1 for this tutorial,
but fur 2 should produce the same result.

Image used "The Favourite Poet" by Lawrence Alma Tadema (1836-1912)
Open your image and resize to 350 pixels on the longest side.
Select a light color from your image for your background and a darker one for your foreground.
Select all, Float, Effects, 3d effects, cutout, V&H 2, Opacity 80 and Blur 5.
Repeat cutout just changing V&H to -2.
Select All, Image > Add borders > Symmetric Checked >2 Color White (or a color not in your image)
Select invert, fill with gold fill.
Select All, Image > Add borders > Symmetric Checked > 5 Select your foreground color.
Select All, Image > Add borders > Symmetric Checked > 10 Select your background color.
Select invert, Effects, Plugins, Mehdi, Fur, Line, Solid (Fur 2 only) Density 77, Length 46 , Thickness (Fur 2 only) 3
You may want to adjust these settings to your own liking.
Select all, Float, Effects, 3d effects, cutout, V&H 2, Opacity 80 and Blur 5.
Repeat cutout just changing V&H to -2.
Select All, Image > Add borders > Symmetric Checked > 10 white.
Select invert, gold fill.
Add bevel

Depth 4
Ambience 5
Shininess 40
Color White
Angle 315
Intensity 30
Elevation 50
Open your gold heart and copy, paste on to your frame.
Image > Rotate> Free Rotate, 45 degrees, Left, all layers unchecked.
Place in top left corner.
Using Simple Filters, Top Left Mirror this will duplicate and place
in all 4 corners for you.
