Open all your supplies in PSP and minimise.
Open a new image 400*400 pixels, transparent background.
Restore the ricrac image and edit copy, paste on to your working image.
Place the top of the ricrac at approx 213 pixels high.
Add drop shadow V -2, H -2, Opacity 40, Blur 10, Color Black.

Select blank area below ricrac, new layer, flood fill with background1
Deselect.
Select blank area above ricrac, new layer, flood fill with #B7B8F3
Keep selected.
Adjust add noise, Uniform, monochrome checked, 20.
Move ricrac layer to the top.
Merge visible.

Open your tag and copy, paste as new layer on to your working image.
Using a vertical guidline set at 75, position your tag about half way up the top section.

Open your bluestar image and place in the centre of the tag.
Duplicate, resize by 90%, resize all layers unchecked. and move to the right of the centre star.
Duplicate and move this to the left of the centre star.
Close off all layers except your 3 stars and merge visible.
Add drop shadow H&V 1, Opacity 80, Blur 4.


Open your silver ribbon and edit copy, paste as new layer on to your working image.

Rotate, free rotate Right 30 degrees, all layers unchecked.
Image duplicate. Place duplicate ribbon UNDER the tag.
Duplicate this so the ribbon is also showing UNDER the tag on the right side.
We just need to apply the warp brush to tuck our ribbon in a little.


Set at push, size 15, just allow the ribbon to gather to the centre a little. This gives an effect of
tautness.

Then with your light/darkness brush, right clicking for dark, draw a short line in the
middle of the ribbon.
Now duplicate mirror, this ribbon and adjust it to "fit" the right hole.

Close all layers except the lower ribbon layers. Merge these.
Add drop shadow, H&V1, Opacity 80, Blur 4
close this layer and open the top two ribbon layers, merge these, add same drop shadow.
Open all layers, merge visible.
Open vellum strip, copy, paste as new layer on working image.
centre at bottom add same drop shadow as before.
Type your text. I used French Script MT, size 36.
Add drop shadow, v 1, H 0, Opacity 80, Blur 1.

Add bevel, settings above.

Add your name, wherever you like!
Apply same drop shadow,inner bevel, merge layers.
Select all,
add border 1, color white.
Select invert, (this selects the 1 pixel border)
Fill with a silver gradient.
