You will need:
Corel PSP
Filters Unlimited.
Gold pattern
Open your chosen image and resize so the longest size is no more than 320 pixels.
Select all> Select Float > 3d Effects> Cutout> Settings V and H 2, Opacity 100, Blur 10.
Colour= a dark colour from your image.
Repeat changing cutout settings V and H to -2.
Image Add Border 2 (symmetric checked) using same dark colour.
Image Add Border 20 fill with a medium colour from your image. Select border.
Filters Unlimited > Distortion Filters > Explosion > Intensity 115 Wraparound checked.
Do not deselect.
Repeat cutout as before.
Image Add border 15 select and fill with gold.
Inner Bevel using settings below
Image Add Border 30 fill with a medium colour from your image. Select border.
Filters Unlimited > Distortion Filters > Explosion > Intensity 115 Wraparound checked.
Do not deselect.
Repeat cutout as before.
Image Add border 25 select and fill with gold.
Inner Bevel using settings as before.
Add corners and you are done.
